I don't understand the role of forks in blygger. Are there analogous cases to code-forking? Local patches, working copies intended to offer as a PR, taking over something no longer maintained?

I think VGR imagines that someone might write things and others would step in and make an improved version. So you could actually build on or modify someone else's prose (or even your own). So, yes, much like software. 

Like certain pieces of writing might be trying to capture a difficult truth — like an encyclopedia entry — and someone might come along with a better version, but you want to know what the provenance is.
